Confessions of a Chicago Red Light Ticketing Camera - Barnet Fagel A revealing video of Chicago's systematic shortening of their traffic signals' yellow lights to increase their photo enforcement ticket revenue. 13 intersections are timed using video stop-watch technology showing all surveyed traffic signals do not provide enough yellow phase time and do not meet Federal Highway Administration 3-second guidelines. A review of Chicago's administrative hearing process which processes the red light tickets is also presented showing a defendant's denial of Constitutional Rights; due process, innocent until proven guilty, right to face one's accuser and equal application of the law.
